Reform is urgent

In his monthly column for Pensions Week magazine, Frank Field, Chairman of the Pensions Reform Group warns that with each year that passes, a growing number of citizens will have made the rational decisions not to save but to depend on the Chancellor's pensions credit.

The bigger this total is, the more difficult electorally it will be to implement a policy where more, not less, people are encouraged to self-reliance.

PRG welcomes comments on proposals for pension reform

The Pensions Reform Group set out a framework for pensions reform in a paper published today entitled "Universal Protected Pensions - A framework for building consensus."

Frank Field MP, Chair of the Pensions Reform Group said in response to the publication of the paper:

    The Universal Protected Pension (UPP) is a proprosal for others to adapt. It does, however contain both principles and their practical appliction which will have to be enshrined in any reform which meets the test of time as did Beveridge's original proposals.

The PRG has established five principles for any proposed pensions reform. The

UPP draws on all five:

1. A guaranteed pension based on a fixed minimum percentage of national average earnings for all who contribute, including carers and job-seekers;

2. No new compulsion;

3. Redistribution;

4. Funding over pay-as-you-go;

5. Independence from Government.
